This Pedestal mount is of Communist-Bloc origin (China, Russia).
Collar for attaching cradle is included, mount is NOT included.
Height is adjustable with lockable hand crank, spring assist in design.
A good cleaning and servicing will have this ready to mount your HMG. 
May show signs of wear, marring, scratches, surface rust, etc...
